Minors, from June 26 individual document requirement for traveling abroad
As of June 26, 2012, minors traveling must each have their own individual travel document (passport, or, if the states crossed recognize its validity, a valid identity card for expatriation) and therefore cannot be enrolled in the passport of their parents.
A passport on which minor children have been entered remains valid, until its natural expiration, only for the parent.
For the issuance to minors of identity cards valid for expatriation, the consent of both parents is also required in the case of natural children living with only one of the parents or legitimate children entrusted to only one of the separated parents.
Art. 10 of Decree Law No. 70 of May 13, 2011, effective May 14, 2011, changed the requirements regarding the issuance and duration of the identity card.
In light of the new provisions, the minimum limit for the issuance of the identity card, previously set at 15 years, is abolished, and a different time validity of this document has been established depending on the age of the child.

Timing of issuance
For resident citizens, the identity card is issued on sight.
The identity card is issued to citizens who are residents, registered with Aire, or temporarily residing in the municipality.
To apply for the identity card, it is necessary to appear in person at the Registry Office accompanied by at least one parent or exercising parental authority.
Citizens residing abroad registered with AIRE can also apply for an identity card at the relevant consulate.
The identity card issued to minors has the following validity:
the identity card can be made valid for expatriation with the consent of both parents or guardian or the authorization of the protective judge.
For information regarding the consent of both parents, it is necessary to contact the counters of the Registry Office directly.
For minors under the age of 14, the use of an identity card for the purpose of expatriation is subject to the condition that the minor travels in the company of one of his or her parents; parents are advised to obtain appropriate documentation to prove parental authority over the minor (e.g., birth certificate with paternity and maternity).
If the minor is accompanied abroad by another person, it is necessary that the accompanying person has the permission of the exercisers of parental authority validated by the Police Headquarters.

The ID card can be renewed 180 days before it expires.
Minor foreign citizens residing in the municipality can also apply for an identity card in the same manner as Italian citizens.
For foreigners, the identity card has only the value of an identification document and does not constitute a title for expatriation.
For the issuance of the identity card, the cost is €5.42.
